It remains unclear how banks will recoup all the costs associated with reissuing millions of credit cards as a result of the TJX breach.

Most banks will absorb the cost to reissue plastic as they have in the past. Visa, Mastercard, and the Fed need to make the responsible parties who allow a breach, liable for all financial losses.
